ANTI-DOPING BODY GEARS UP FOR WORLD RULE CHANGES
The National Anti-Doping Panel (NADP) today released new Rules designed to bring about greater fairness, consistency and flexibility for athletes facing anti-doping charges in the United Kingdom.
In announcing the new Rules, NADP President, Peter Leaver QC said:
“A new version of the World Anti-Doping Code comes into force in January 2009 which gives tribunals more discretion over the sanctions they hand down.  This makes the need for a centralised tribunal system ever more important in order to achieve high quality, consistent decisions”
Peter Leaver continued:
“From January 2009, I expect most National Governing Bodies to recognise the NADP as the body that decides anti-doping disputes in their sport.  This will greatly reduce the conflicts of interest faced by governing bodies in this challenging area”

Notes to Editors:
1. The National Anti-Doping Panel is a body funded by government, via UK Sport, and independently operated by Sport Resolutions (UK).
2. All sports are in the process of amending their anti-doping rules to comply with the requirements of the World Anti-Doping Agency.  Most are expected to adopt the new UK Anti-Doping Rules which were released in July by UK Sport, the National Anti-Doping Organisation.
3. The National Anti-Doping Panel is named in the UK Anti-Doping Rules as the body to whom anti-doping disputes are referred.  The NADP Procedural Rules also cross refer to the UK Anti-Doping Rules.
4. Requests for arbit ration received by the NADP in December 2008 will be heard under the existing rules.  Requests for arbitration received on or after 1 January 2009 will be heard under the 2009 Procedural Rules of the National Anti-Doping Panel.
